El final del siglo XX y el comienzo del nuevo milenio han estado marcados por importantes progresos en los campos científicos y técnicos. Hoy en día se dispone de conocimientos y experiencias suficientes para resolver los retos a los que se enfrenta nuestro mundo, entre otros, el calentamiento global y el progresivo deterioro del entorno natural y sus recursos.

Hay otros retos que también requieren la cooperación de los gobiernos y la sociedad civil para su solución: las contradicciones sociales y geopolíticas que privan a países y regiones enteras del acceso a la educación y la salud y el creciente número de guerras y conflictos armados en diferentes partes del globo, que someten a las poblaciones civiles a formas inaceptables de sufrimiento augurando a los niños el peor de los futuros. Hay problemas más cotidianos en nuestras sociedades, como el racismo, la intolerancia de la diversidad, la violencia doméstica y su presencia en los medios de comunicación.

Para conseguir una sociedad mundial más justa y más humana se requiere un cambio de mentalidades, un alejamiento consciente de la violencia y la explotación para acercarse más hacia una cultura de paz y cooperación, de acuerdo con la Convención de Derechos del Niño. La defensa de la paz es, esencialmente, un trabajo de educación y construcción de nuevas maneras de pensar y actuar. Por tanto, este trabajo debe empezar en la primera infancia.

Por esta razón nosotros, los abajo firmantes, en representación de todos los delegados del Congreso Mundial de Educación para la Paz en la Primera Infancia, reunidos en Albacete, España del 20 al 22 de abril de 2007, considerando la necesidad de encontrar nuevos caminos para la transformación social y la paz mundial, en cooperación con los gobiernos, la sociedad civil y, especialmente con las familias, escuelas y servicios para la primera infancia, declaramos:

1. La inequidad atenta contra los derechos del niño y se convierte en una seria barrera para la construcción de un entorno pacífico. Por ello, es imperativo apoyar a los niños y sus familias durante los primeros años para que construyan ese entorno. De otra forma, las familias hambrientas podrían convertirse en familias violentas.

2. Las políticas nacionales, legislación y reglamentos sobre el bienestar, cuidado y educación de los niños pequeños deberían apegarse a los acuerdos internacionales vigentes, un listado de los cuales se anexa a este documento. Al mismo tiempo, pedimos a los gobiernos que incrementen significativamente la financiación de los servicios para la primera infancia y las familias.

3. Una responsabilidad fundamental de cada nación es proporcionar a los niños pequeños educación temprana y actividades de alta calidad, integral, equitativa y accesible que incluya, entre sus componentes, oportunidades para que los niños pequeños se relacionen de una manera positiva y respetuosa.

4. Los gobiernos deberían cooperar de manera sostenible con las instituciones de la sociedad civil para incluir la educación para la paz en los servicios para la infancia temprana, desarrollando e intercambiando materiales y métodos educativos. Y facilitar la participación de los padres en el desarrollo y planificación de programas y apoyar las oportunidades de desarrollo profesional para el personal que trabaja con los niños pequeños.

5. La educación del niño debe entenderse como un proceso continuo, dinámico y permanente que facilite el pensamiento crítico y el aprendizaje participativo. El objetivo de la educación temprana es el pleno desarrollo del niño de una manera culturalmente relevante. La educación también debe promover la socialización positiva entre los géneros y reconocer sin prejuicios sus diferencias.

6. Los adultos deberían adoptar una actitud centrada en el niño, observándolos y escuchándolos, respetando su dignidad, necesidades individuales y puntos de vista porque su participación en la sociedad empieza con el nacimiento, a través de la interacción con su entorno inmediato. El entorno del hogar y la escuela debe propiciar la participación del niño desde la edad más temprana y animarles niños a expresar sus sentimientos, opiniones e ideas de diferentes maneras.

7. Para conseguir una cultura de paz, se debería eliminar el acoso y el castigo corporal en las escuelas, estimular la motivación para resolver los conflictos y la habilidad para hacerlo, incluyendo el uso apropiado del lenguaje y la imaginación creativa

8. Se debe considerar a los niños no solamente como objetos a entrenar en la resolución de conflictos, sino como sujetos creativos y con recursos, no condicionados por reglas o experiencias pasadas. La resolución pacífica de conflictos sólo puede conseguirse cuando padres y educadores construyan entornos de paz junto a sus niños en cada acto de su vida cotidiana.

Significant progress in the scientific and technical fields has marked the end of the 20thcentury and the beginning of the new millennium. Knowledge and expertise are now available to meet the challenges that face our world, among others: global warming and the progressive deterioration of the natural environment and its resources.

There are other challenges that also require the cooperation of governments and civil society for their solution: the contradictions of geopolitical and economic policies that result in depriving world regions and countries of adequate primary health and education; the increasing number of wars and armed conflicts in different parts of the globe, in which civilian populations suffer intolerably leaving children with the bleakest of futures. More intimate challenges also exist in our societies, racism and intolerance of diversity, domestic violence and its presence in media.

The achievement of a more just and humane world society calls for a change in mentalities, for a conscious turning away from violence and exploitation toward a culture of peace and co-operation in accordance with the Convention on the Rights of the Child. Building the defenses of peace is essentially a work of education and construction of new ways of thinking and behaving. This work should start in early childhood.

For this reason we, the undersigned, on behalf of all the delegates to the World Conference on Early Childhood Education for Peace, held in Albacete, Spain, on April 20-22, 2007, considering the need to find new paths toward social transformation and world peace, in cooperation with governments, civil society and, especially with families, schools and early childhood services, declare:

1. Inequity violates children’s rights and becomes a serious barrier to peaceful feeling and thinking. Support for children and their families during the early childhood years is an imperative for peace building. Hungry families can become angry families.

2. National policies, laws and legislation concerning the welfare, care and education of the young child should be in line with international agreements, a listing of which is attached to this document. In parallel, we request governments to make significant increases in the financing of early childhood and family services.

3. It is a fundamental responsibility of every nation to provide all young children with both high quality, comprehensive, equitable and accessible early education as well as development activities that include among their many components, opportunities for young children to experience relationships that are positive and respectful.

4. Governments should form sustainable partnerships with the institutions of civil society to introduce peace education in early childhood services and to develop the sharing of information. They should facilitate the participation of parents in program development and planning, develop and exchange educational materials and methods, and support professional development opportunities for early childhood personnel.

5. The education of the child must be understood as a continuous, dynamic and permanent process that facilitates critical thinking and participatory learning. The goal of early education is the full development of the child in a culturally relevant manner. Education must also promote positive gender socialization that recognizes the vulnerability and the strengths of both sexes in different ways, with no gender bias.

6. Because participation in society takes place through interaction with the child’s immediate environment, adults should adopt a child-centered attitude, observing and listening to young children, respecting their dignity, and their individual needs and points of view. The environment of the home and school should be conducive to child participation from the earliest age, and children should be encouraged to express their feelings, views and ideas in numerous ways.

7. For a culture of peace, we should eliminate bullying from our schools, stimulate the motivation to handle conflict, the skill to do so, including the appropriate use of language and creative imagination

8. Children should not be treated as objects to be trained in handling conflict, but be seen as resourceful and creative subjects, less bound by limiting rules and past experience. Peaceful conflict resolution can only be achieved when parents and educators build peaceful environments together with the children in their daily lives.
